Like the other thousands of men who returned home from Vietnam minus limbs, Mastrogiovanni now fights an almost daily battle with Veteran's Administration and federal red tape as he attempts to collect his minimal benefits and the medical services he requires. This photograph had such impact that the Philadelphia VA administrative offices were investigated.
